First Contact

Counter-UAS first-response training for law enforcement, corrections, and emergency management. The legal authority to detect and mitigate hostile drones arrived on July 1, 2026. The trained workforce to use it barely exists. First Contact is how your agency closes that gap before the gear shows up.

The Gap

Authority Arrived. Training Did Not.

Since July 1, 2026, the SAFER SKIES Act and the DOJ/DHS rule at 6 CFR Part 124 have opened Tier 1 detection and Tier 2 mitigation to state, local, tribal, and territorial law enforcement and corrections, with operator certification through the FBI's National Counter-UAS Training Center. FEMA's Counter-UAS Grant Program now puts $250M behind the capability. None of it works without people who know what to do in the first minutes of a drone incident.

Detection and mitigation gear without trained, certified operators is a liability, not a capability. The agencies that win this funding cycle are the ones whose applications budget for training, exercises, and certified operators from day one. First Contact is built to be that training line: practical, documented, and ready to defend in a grant file.

Inside First Contact

What Your Team Learns

First Contact trains the human side of counter-UAS: the first responder, the patrol supervisor, and the UAS unit member who gets the call when an unknown drone is over a jail, a stadium, a substation, or a crime scene.

Module 01

The First Minutes

Recognition, scene safety, and the first-contact protocol: what to do, in what order, from the moment an unknown aircraft is reported to the moment specialists take over.

Module 02

Know Your Authority

What Tier 1 detection and Tier 2 mitigation actually allow under SAFER SKIES and 6 CFR Part 124, where the legal lines sit, and how the FBI NCUTC certification pathway fits your unit.

Module 03

Detection Awareness

How detection systems see the airspace, what their outputs mean, and the false-positive traps that burn credibility with command staff and prosecutors.

Module 04

Documentation and Evidence

Logging, preserving, and handing off an incident so it survives scrutiny: bodycam, dispatch, sensor records, and chain of custody, documented the way a court expects.

Module 05

Escalation and Coordination

Who gets called, in what order: dispatch, FAA, FBI, fusion centers, and neighboring agencies, with rehearsed handoffs instead of improvised ones.

Module 06

Your Unit Training Plan

Leave with a documentable training plan for your agency: roles, currency, exercises, and records that map to grant requirements and your own SOPs.

First Contact, On Screen

This Is the Actual Training App

Not mockups. These are live screens from the First Contact trainer your team will drill on: the readiness board, the lessons, and the Detection Feed.

The First Contact training board: The first fifteen minutes belong to you, with readiness tracking, Start Module 1, and Run a drill
The board: five briefings, four labs, a practice exam, and a capstone, with unit readiness tracked across all of it.
A Detection Feed drill in First Contact: Contact C-21 on radar with radar, RF, Remote ID, EO/IR, and acoustic reports, and four classification choices
Detection Feed drills: classify each contact from five sensor reports, then defend the call.
First Contact lesson The First 10 Minutes from the Response Playbook module: Detect, Assess, Locate the operator, Notify, Protect people, Hand off, Document
The Response Playbook: the first 10 minutes as a flexible response aid, drilled to a standard, not memorized as a script.
First Contact lesson Reading a Track: a table of contact types and typical clues, the corroboration rule, and the five-line contact report
Reading a Track: the contact table, the corroboration rule, and the five-line report your team files the same way every time.
Who It Is For

Built for the Agencies Holding the Bag

Sheriffs' Offices and Police Departments

UAS units adding a counter-UAS mission, and patrol leadership who will own the first call long before a specialist arrives.

Corrections

Contraband drops are the most documented drone threat in America. Facility teams are first contact whether they trained for it or not.

Emergency Management

Stadiums, festivals, disaster scenes, and critical infrastructure: the venues where an unknown drone stops the operation until someone decides.

State Administrative Agencies

Staff shaping a state's counter-UAS submission who need the training line scoped, priced, and defensible before November 16.

Founding Cohort

The List Opens Before the Doors Do

First Contact launches as an instructor-led cohort, and cohort seats are limited by design. Agencies on the interest list get three things walk-ins will not: first allocation of founding cohort seats, founding pricing locked at enrollment, and a direct hand in shaping the final curriculum around real agency scenarios. The grant clock is already running. When applications close on November 16, the agencies with a training plan in hand own the advantage.
